Indian authorities have stated that Aadhaar, PAN, and ration cards are not definitive proof of citizenship. Instead, only birth and domicile certificates are recognised as conclusive evidence.

Documents such as Aadhaar, PAN, and even ration cards do fulfil administrative and welfare needs, but none of them stand as definite proof of Indian citizenship. The only documents that the government recognises for this purpose are birth certificates and domicile certificates. It is prudent for citizens to make an effort to obtain citizenship affirmations who might need to access these documents in the future.


The decision was made by the Centre after many illegal foreign nationals produced Aadhaar, ration, or PAN cards during verification drives.

UNDERSTANDING VALID PROOFS OF INDIAN CITIZENSHIP
India has multiple identity-proving documents like Aadhaar Cards, PAN Cards, and ration cards to name a few. However, not every document can be used to verify one's citizenship.

The Unique Identification Authority of India (UIDAI) does consider an Aadhaar card a proof of identity and residence, but not of citizenship. The same applies for PAN and ration cards; PAN cards serve tax purposes and ration cards are used for food distribution, neither of which confirms citizenship.

The government considers the ‘birth certificates’ and ‘domicile certificates’ as the fundamental documents indicating Indian citizenship.

The Certifying Births and Deaths Act, 1969, grants competent authorities the ability to issue birth certificates, which validate citizenship based on claims of birth within India.
Domicile certificates validate that a person has resided in a specific state or union territory, which further substantiates the claims of holding Indian citizenship.

FOR CITIZENS AND RESIDENTS
This observation is especially relevant for those who do not have birth or domicile certificates but do possess other types of identification, marking an important shift for them.


This also highlights the need for having and safeguarding such documents in situations where proof of citizenship is mandated, for instance, government employment, passport issuance, or in court.



It is prudent for citizens to ensure that birth and domicile records are systematically updated. In the absence of these documents, they should seek the relevant municipal or state authorities responsible for these to avoid legal uncertainties and unequivocally affirm one’s citizenship status.
